Outreach policy
- No transport adapter. Automated outreach is impossible in this build by construction, not by configuration (§25).
- Approval bound to content. Editing an approved draft revokes its approval automatically.
- Suppression scope: all. A do-not-contact record blocks every operation, and is never expired.
